The results of this monitoring were presented to journalists.<\/p>\n<p>During this time, we visited the site of ancient settlement 11 times, took hundreds of photos. A video <a href=\"https:\/\/www.youtube.com\/watch?v=FWrdpY8KWc4&amp;t=190s\" target=\"_blank\"><strong>film \u201cTalgar site\u2014 A Theater of Absurd&#187;<\/strong><\/a> was produced, and a report \u201c2017 Results of Monitoring of the World Heritage Site\u2014 the Talgar site of ancient settlement\u201d was prepared (see <a href=\"http:\/\/esgrs.org\/?p=19352\" target=\"_blank\"><strong>Russian<\/strong><\/a> and <a href=\"http:\/\/esgrs.org\/?p=19187\" target=\"_blank\"><strong>English<\/strong><\/a> version).<\/p>\n<p>Based on the collected photo-materials, the organization filed a request to the Ministry of Culture and Sports, trying to draw attention of the authorized body to the deplorable condition of the monument. However, their response was inapplicable and did not answer the question.<\/p>\n<p>After that, we addressed the Secretary of the Committee on Ecology and Nature Management of the Mazhilis of the Parliament\u2014Galina Alexandrovna Baimakhanova. Deputies of the \u201cPeople&#8217;s Communists\u201d faction sent two deputy requests to the Prime Minister B.A. Sagintayev. <a href=\"http:\/\/www.parlam.kz\/ru\/mazhilis\/question-details\/15800\" target=\"_blank\"><strong>Both answers<\/strong><\/a> contain inaccurate information that does not reflect the actual situation at the World Heritage site.<\/p>\n<p><a href=\"http:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-23311\" src=\"http:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446-300x200.jpg\" alt=\"AH2A5446\" width=\"300\" height=\"200\" srcset=\"https:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446-300x200.jpg 300w, https:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446-580x387.jpg 580w, https:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446-820x547.jpg 820w, https:\/\/esgrs.org\/wp-content\/uploads\/2018\/06\/AH2A5446.jpg 1020w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>Despite <a href=\"http:\/\/whc.unesco.org\/en\/decisions\/7087\/\" target=\"_blank\"><strong>the clear guidelines of the World Heritage Committee made in 2016 and 2017<\/strong><\/a>, Talgar site does not even remotely resemble a site of UNESCO&#8217;s prestigious list.<\/p>\n<p>The site was never fully fenced\u2014 the south and west borders remain unfenced. A mesh fence, hastily installed on the east side in 2016 before the arrival of the international commission, is now broken in many places. This allows livestock entering the site for grazing all year round. In addition, local bikers started using the monument for their extreme entertainment.<\/p>\n<p>It is impossible to recognize this as a World Heritage site, because information boards are empty. The overall depressing view of the site is complemented by the recent reconstructions\u2014 the corner tower and the gates, which are falling apart, literally, before our eyes.<\/p>\n<p>We submitted the information about what was happening with the monument in the last year and a half and how the Talgar site looks like in the present time to the World Heritage Center. The Center\u2019s response states that the materials will be reviewed at the 42nd session of the World Heritage Committee (June 24\u2014 July 4, Manama, Bahrain).<\/p>\n<p>Unfortunately, the situation on other sites of the Silk Road in Kazakhstan leaves much to be desired.
